an individual policy because his employer does not offer dental. Wouldnt everyone have these particular policies on this web-site because they are so inexpensive??

Most or all of those plans are discount plans, not insurance policies. A discount plan means that you have to pay the entire amount that the plan has negotiated yourself (the plan pays nothing) and you pay for the plan (not sure what they do with the money, I guess they pay for the website and keep the rest).
