Dental plans that cover work already in progress?
Impossible to answer--it really depends upon what claims have been submitted by the prior orthodontist. Some plans may cover orthodontic treatment again, but many have lifetime maximum benefits (as opposed to other dental services, which usually have a yearly maximum benefit).
I am assuming you have dental benefits available through your employment--purchasing a dental benefit plan as an individual is almost always a waste of time and money.
